It has been a great priviledge to stand has the Conservative Parliamentary Candidate for the St Ives Constituency. We face unprecedented challenges in Cornwall in relation to our local economy. I know from personal experience how important it is to get the right healthcare at the right time and in the right place.&lt;br /&gt;If elected on May 6th, I am committed to the following ACTION:&lt;br /&gt;• I will work to ensure that your treatment is provided by the GP or local hospital whenever possible. &lt;br /&gt;• I will fight to keep cancer care in Cornwall &lt;br /&gt;• I fully support the Conservative pledge to take politics out of NHS funding. An independent NHS Board will allocate funding where it is needed.&lt;br /&gt;• I will support local GP’s to improve the frequency of health screening to prevent serious illness and increase early detection rates.&lt;br /&gt;&lt;br /&gt;Conservatives will increase spending on the NHS every year and make the NHS work for patients not managers. The proposed 2015 switchover would threaten the viability of popular local broadcasters in Cornwall such as Pirate FM, Atlantic FM and Penwith Community Radio serving West Cornwall. The Conservative Party does not believe that audiences will all be ready for the switchover by 2015 and have tabled amendments to the digital switchover bill which would allow local stations to be consulted before a date for the switchover is settled.&lt;br /&gt;Households, struggling to make ends meet, do not need the added expense of equipping themselves for a new broadcasting system. The needs of analogue listeners must be taken into account when determining the timing of the switchover.   Unless and until digital can demonstrate significantly higher listening hours over analogue, no change should be planned which will undermine much loved local and community radio services. &lt;br /&gt;As a Penwith District Councillor I fully supported the setting up of Penwith Radio and the community radio received pump-priming funding from the former district council.&lt;br /&gt;The radio performs an important role by sharing information and bringing aspects of local life into people’s homes.  I am now seeking clarity from Ofcom, the organisation that awards FM licenses.  All those involved in the station need to know when the next round of Community Radio licenses will be awarded and whether this will include community stations in the South West. Fishermen must be given far greater control over the future of their industry and fast.  Richard Benyon MP understands this. His willingness to listen to the industry and his common sense approach will help to secure the future of Newlyn as a fishing community&lt;br /&gt;&lt;br /&gt;I want to see Newlyn's fishing industry survive for future generations and I will do all I can to improve the prospect and opportunity of a career in the fishing industry for local youngsters.&lt;br /&gt;&lt;br /&gt;I am confident that under a Conservative Government with Richard Benyon as our advocate Cornwall's fishing industry can go from strength to strength. The key to this is giving power back to the industry.  As for me, I will be working with local fishermen and Truro and Penwith College to raise the profile of employment in fishing amongst our school leavers.&lt;br /&gt;&lt;br /&gt;Julie Girling MEP was able to stay for a briefing regarding the Route Partnership Proposal to develop Penzance and St Mary's Harbour and provide a new ship for the lifeline link to the Isles of Scilly from Penzance.  Julie will use her influence to maximise EU funding to safeguard our economy and jobs in Penzance. The event, held at the Carbis Bay Hotel, brought together over 30 people from the business sector to hear Conservative plans to make Cornwall a better place to do business.  Mark Prisk told the meeting that a future Conservative Government would: &lt;br /&gt;• Establish a temporary National Loans Guarantee Scheme to get credit flowing again and help protect jobs  &lt;br /&gt;• Allow struggling firms to defer their VAT bills for up to six months &lt;br /&gt;• Cut small firms' payroll taxes &lt;br /&gt;• Help companies with the costs of hiring new staff by giving tax breaks for new jobs  &lt;br /&gt;Mark Prisk MP said “Under Labour, business has become increasingly burdened by corporate taxes, red tape and the lack of enterprise leadership in government. As a result, we are falling down the global scale of economic competitiveness.”&lt;br /&gt;He continued “We would ensure Britain is one of the most competitive economies in which to do business in the future by cutting the main rate of corporation tax, cancelling Labour's planned increase in the small companies tax rate, and cutting the rate instead and reducing the burden of regulation to give businesses more freedom and greater flexibility.” &lt;br /&gt;For me business is a key priority. He was very interested in the unique problems that West Cornwall has and said that his solutions could help us a great deal.&lt;br /&gt; &lt;br /&gt;A number of villages across West Cornwall are suffering from a lack of year round residents.  No-one wants villages which only thrive in the holiday season, Cornwall needs active communities and local families need homes.  Rather than merely attack those who have second homes in these communities, I want to be able to provide alternatives for local families to tackle the acute shortage of ‘local-need’ homes.  In our recent meeting, Grant Shapps outlined sensible and sustainable solutions for Cornwall's communities.&lt;br /&gt; &lt;br /&gt;West Cornwall has one of the highest proportions of second homes in the UK; in some Parishes around 20% of houses are second homes. The National Housing Federation’s “South West Home Truths’ Report released last week, shows that the average Cornish house is now 12.4 times the average Cornish income.  &lt;br /&gt; &lt;br /&gt;Under plans to be outlined by Grant Shapps in the Communities Green Paper later this month, local communities will be given the power to hold parish-level referenda to decide whether to increase the size of their village. Under the proposals, community groups would be able to bypass councils and organise their own construction programmes.  Villages could expand by up to 10% over 10 years and there would be financial incentives to encourage more building. &lt;br /&gt; &lt;br /&gt;If there is overwhelming support for housebuilding, they will be able to go ahead.  “Lack of affordable housing in areas like West Cornwall is a real problem, forcing people out of the places where they have grown up,” said Grant Shapps MP. “Under our plans, Cornish communities can really be in charge of their own destiny.”   Grant added that alternative ideas, such as heavy taxes on second homes, were the “wrong approach”.&lt;br /&gt; &lt;br /&gt;This is an excellent idea to provide local families with homes in West Cornwall.  Rather than merely talking about a problem, the Conservative Party are providing sensible solutions, decided at local level, to meet local needs. Cornwall will be amongst our highest priorities and I look forward to working with Derek and all of Cornwall's new Conservative MPs after the General Election."&lt;br /&gt;&lt;br /&gt;The interest George Osborne has demonstrated in West Cornwall's problems reassures me that the challenges we face in Cornwall will be addressed if Mr Osborne becomes Chancellor.  The Government have neglected West Cornwall.  We know that hidden costs in West Cornwall means that our cost of living is artificially high and this is exacerbated by expensive housing, remote rural communities and a poor transport infrastructure. Post offices are still under pressure and this is one thing we can do to help them&lt;br /&gt;Council Tax payments can be made at the Post Office with no additional fee from September 1st by means of a Paypoint Card.  These can be obtained from Cornwall Council free of charge.&lt;br /&gt;&lt;br /&gt;As Conservatives we are committed to increasing the role of post office branches and this new service helps to make our rural branches in particular more sustainable.  However, there is room for improvement with the Paypoint card scheme. It can take up to three weeks for your payment to be processed and by that time many people have received reminders from Cornwall Council. I have spoken with Cornwall Council to see if this can be resolved as this has the potential of discouraging people from paying via the post office. Andrew Lansley expressed his concern following the very public unrest regarding the shift of cancer services from Cornwall and changes to the senior management team at Royal Cornwall Hospitals Trust (RCHT).  &lt;br /&gt;&lt;br /&gt;I invited Dr Francis Old and Bob Boyce, (both members of the West Cornwall Commissioning Group) to have lunch with Andrew Lansley because they have been influential in promoting much better methods for commissioning and delivering health services close to home. Dr. Old and Bob Boyce spoke of the frustrations caused by a top-down approach to commissioning healthcare in West Cornwall. Dr Old used this unique opportunity to stress that an incoming government must listen to local GPs if they want to deliver healthcare as ‘close to home as possible’. It was agreed that real budgets must be devolved to the local level so that health professionals who are in constant contact with their patients can decide for themselves what and how healthcare is commissioned. Resource allocation in Cornwall can then take into account local needs,particularly meeting the healthcare needs of an increasingly ageing population.&lt;br /&gt;&lt;br /&gt;Our priority is to provide people with the right treatment in the right place and at the right time. This will only be achieved if we maintain a dialogue with our GPs. They are the experts on the ground and I want to see Cornish GPs given power to shape local services. This is far more effective than the current top-down approach&lt;br /&gt;&lt;br /&gt;Andrew and I then went on to meet with Martin Watts, Chairman and Peter Colclough, the Acting Chief Executive of RCHT. They told us that for the first time ever, the RCHT has begun to prepare a 5-10 year strategy for the Hospitals Trust which should be completed by 31st October 2009. The publication of the plan should provide much needed clarity following years of disruption and unrest within the Trust. This strategy includes the plan to carry out a further 500 operations at West Cornwall Hospital along with increasing other services. Mr Watts and Mr Colclough confirmed their determination to put RCHT on a sound footing so that it could apply for Foundation status. Andrew Lansley is committed to seucring Foundation Hospital Status for Trusts such as RCHT, saying that this is the only way to give local people an effective voice regarding local health care delivery.&lt;br /&gt;&lt;br /&gt;There is a significant need to restore confidence in the Hospitals Trust. Good work is being done to improve services however the senior managers said it would take 24 months before the public would experience the true benefit of many of the plans in place. The greatest opportunity facing us in West Cornwall is the proposal to achieve Foundation Status. This will give you and I a real say in how healthcare is delivered. Every effort must be made to this end.&lt;br /&gt;&lt;br /&gt;Andrew Lansley has made a number of visits to Cornwall since being made Shadow Secretary of State for Health. It is quite clear to me that the existing system has failed the industry.&lt;br /&gt;&lt;br /&gt;Hopefully the new Common Fisheries Policy will mean that less fish are needlessly discarded and more people can be attracted into the industry.&lt;br /&gt;&lt;br /&gt;As a Conservative I am committed to a profitable and sustainable fish industry in Newlyn.  It is clear that fishermen must have more power if this is to be achieved.&lt;br /&gt;The current Common Fisheries Policy has been criticised both by scientists concerned with dwindling fish stocks, and by fishermen, who say it is threatening their livelihoods.&lt;br /&gt;&lt;br /&gt;Targeting 'discards'&lt;br /&gt;&lt;br /&gt;The European Commission itself admits the situation created by overfishing is "serious" - and yet in the last decade thousands of trawlermen across Europe have been forced to give up, many blame European regulations for driving them out of business.&lt;br /&gt;&lt;br /&gt;EU member states are now being asked for their input on a new fisheries policy - one which officials promise will be radically different from the existing one.&lt;br /&gt;A central aim is to minimise so-called "discarding" - throwing fish back to sea, dead or alive, because quotas have already been reached.  For every kilogram of cod that was taken back to port from the North Sea in 2007 another kilogram was thrown back - mostly dead, according to the International Council for the Exploration of the Sea.  It is essential that the fishing industry has a far greater input into creating the new policy and making it work in the long-term. Whatever is eventually agreed, the new Common Fisheries Policy must end the "discards" procedure; it must encourage fishermen to only target the fish they want and provide scientists with precise data on which to base their advice on stock numbers.&lt;br /&gt;&lt;br /&gt;In the past year the Fishing Industry in Newlyn has been visited by some high profile Conservative MPs. David Cameron, Conservative Party Leader, met with representatives of the industry last summer to discuss the problem of discard and high fuel costs. In April this year Richard Benyon MP, Shadow Minister for Environment, Food &amp;amp; Rural Affairs, joined Derek Thomas to discuss with the Cornish Fish Producers Organisation, possible solutions to the problem of the discard problem. During his visit Richard Benyon assured Paul Trebilcock, Chief Executive, that the Cornish Fish Producers Organisation would be included in drawing up a new agreement, should the Conservatives form the next government.&lt;br /&gt;&lt;br /&gt;The new European Common Fisheries Policy is due to be completed by 2012 and whilst Fishermen broadly welcome the review many fear it could be too late. She joined me on a very productive fact-finding visit to hear more about proposals to improve the vital sea link between Penzance and the Isles of Scilly.&lt;br /&gt;&lt;br /&gt;Theresa, George Eustice (Conservative Prospective Parliamentary Candidate for Camborne, Redruth &amp; Hayle) and I met with Matt Barton, the Localism Manager for West Cornwall, to hear about various options put forward for developing the harbour area.&lt;br /&gt;&lt;br /&gt;We were also told about the latest developments over the scheme, which will see its main proposer agreeing to re-examine alternative plans.&lt;div&gt;&lt;a href="http://4.bp.blogspot.com/_VgyruY3g07w/SiQ-7PWVPYI/AAAAAAAAAH8/zmT93agr780/s1600-h/george,+Theresa+and+me.jpg"&gt;&lt;img style="MARGIN: 0px 0px 10px 10px; WIDTH: 320px; FLOAT: right; HEIGHT: 213px; CURSOR: hand" id="BLOGGER_PHOTO_ID_5342464245421653378" border="0" alt="" src="http://4.bp.blogspot.com/_VgyruY3g07w/SiQ-7PWVPYI/AAAAAAAAAH8/zmT93agr780/s320/george,+Theresa+and+me.jpg" /&gt;&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Speaking after the visit Theresa said: “After receiving an extensive briefing on the proposals for regenerating Penzance Harbour, I was impressed with the project and the impact it could have on improving transport links for the town and for the Isles of Scilly.  Clearly improving transport connections can provide a vital lifeline for the local tourist trade both on the islands and in Penzance."&lt;br /&gt;&lt;br /&gt;The £43 million project has outlined proposals to extend the harbour to the south and build a new freight depot and passenger terminal. The application, which has prompted strong local debate, will be considered by planners on in the next few weeks.&lt;br /&gt;&lt;br /&gt;It is essential that we improve the sea-link to the Isles of Scilly, both in handling freight and improving passenger experience. There are many well-publicised concerns regarding the proposals and many challenges ahead for the Route Partnership Team. My prime concern is that in declining economic climate securing adequate finance becomes increasingly difficult.&lt;br /&gt;&lt;br /&gt;The Department of Transport has earmarked nearly £24 million for the development. We must keep pressure on the Government to ensure that this investment is secure despite the demands on the public purse during the recession&lt;br /&gt;&lt;br /&gt;Theresa Villiers also met with members of the A30 Action Group, in Crowlas, during her visit. A number of representatives of the group and the local parish council explained how the plan for a by-pass had made significant progress before it was scrapped by the Labour Government.&lt;br /&gt;&lt;br /&gt;Campaigners stressed the importance of a good main road into Penzance and said that the economic growth of West Penwith was being held back due to a poor transport network system.&lt;br /&gt;&lt;br /&gt;Theresa said that it had been very valuable to come to Crowlas, to talk directly to local residents about their concerns on the A30. She said it had made her well- aware of the strength of local feeling about congestion problems in Crowlas and elsewhere on this key route for Cornwall.&lt;br /&gt;&lt;br /&gt;So much in West Penwith and the Isles of Scilly depends on good transport links whether it is by rail, road, sea or air. Now boasting more than 500 members, the forum addresses issues affecting elders such as financial matters, loneliness and isolation, improving support services for carers, grants, and advocacy advice. &lt;br /&gt;&lt;br /&gt;It was a genuinely community event with various youth groups taking part, including members of the Police Cadets, Army Cadets, the Scouts and members of the Youth Action Team and St Just Cricket Club as well as members of the Forum. I was able to secure the dedicated parking areas following a change in the way street parking is enforced.&lt;br /&gt;&lt;br /&gt;Last year Cornwall County Council took over street parking enforcement and it soon became clear that motorcyclists had very limited provision in the Town Centre.  I was made aware that some motorcyclists were no longer shopping in Penzance because of this problem, in my view the authority has a responsibility to improve access for shoppers, whatever their mode of transport.&lt;br /&gt;&lt;br /&gt;Motorcyclist can now park free of charge in the car parks formally owned by Penwith District Council.&lt;br /&gt;&lt;br /&gt;I am delighted by this victory for motorcyclists in West Cornwall, and my thanks go to Pete Verran, former Building and Engineering Manager of Penwith District Council and David Williams of Top Marks, for working hard to create these dedicated motorcycle Bays. With my wife and child likely to be in hospital for a few days, parking charges at Treliske could easily exceed £50. During the day I can make use of the Park and Ride Scheme for just £1 per day. I held meetings with representatives of the Council, the Duchy and the Steamship Company to discuss proposals to improve the transport link by sea with the mainland.  &lt;br /&gt;&lt;br /&gt;As the Parliamentary Candidate for the Isles of Scilly, I am keen to understand how the current economic downturn may affect people’s jobs and I held lengthy talks with a number of people involved in tourism on the Islands.  It is estimated that 85% of the islands economy relies on visitors.&lt;br /&gt;&lt;br /&gt;As part of an on-going campaign to help small businesses by freeing up credit and stopping unnecessary form-filling, I spoke to a number of self-employed people. Nearly half of the Islands workforce is self employed.  &lt;br /&gt;&lt;br /&gt;When you visit a small, contained, community like this it is more evident how interference by the EU and Central Government leads to a lot of unnecessary form-filling and duplication.  This interference means that half the work-force complete the same forms and self-assessments to establish facts that are already known.  Businesses people are forced to attempt to meet criteria that shows a complete lack of understanding for Island life.  Less Government interference could lead to people on the islands enjoying far greater control over their economy and identity. This could also be true for those of us on the mainland&lt;br /&gt;&lt;br /&gt;Between meetings I was able to meet several members of the island community and discuss with them their concerns and challenges.People spoke well of the provision of education and healthcare on the islands. These Councillors have shunned the advice of local people, advice that could have built stronger foundations for the new council and reduced its spiralling costs.&lt;br /&gt;&lt;br /&gt;Not every dawn brings good news, sadly with the loss of Penwith District Council we are to lose Jim McKenna, a Chief Executive who for 9 years has not sought to further his own career but rather champion Penwith across Cornwall and beyond.&lt;br /&gt;&lt;br /&gt;Further to this and for the first time in 6 years, our council tax bill has exceeded the 2.5% increase to leap to 4.9%.  This increase, pushed through by Cornwall County Council, is despite us all being in the grip of the worst recession for more than 30 years.&lt;br /&gt;&lt;br /&gt;The people of Cornwall cannot afford to be treated as we have been in recent years and when choosing our representatives on June 4th we can not afford to repeat the mistakes of past elections.  You will see from your Council Tax Bill that One Cornwall handles huge quantities of tax-payers money. I am grateful for the huge amount of local support I have received for this campaign from people who feel as I do, that the British people were cheated out of a say on our future within the EU.&lt;br /&gt;&lt;br /&gt;On  March 5th 2008 the majority of Labour and Liberal Democrat MPs voted against a Conservative proposal for a UK-wide referendum on ratification of the EU Treaty.  The Conservatives are the only Party committed to a referendum. &lt;br /&gt;&lt;br /&gt;The new EU Treaty is essentially the same as the EU Constitution. There will still be a new EU President, an EU Foreign Minister (renamed but with exactly the same powers) with his own diplomatic service, more than fifty vetoes given away, new powers for the EU over criminal justice and a ratchet clause that will allow surviving vetoes to be abolished without the need for a new Treaty.&lt;br /&gt;&lt;br /&gt;In 2008 I thought our battle was lost when Gordon Brown signed the EU Treaty.  Thankfully Ireland rejected it. Many of these challenges can be overcome but now, more than ever before, we need the help of a Parliament that understands rural life.  &lt;br /&gt;&lt;br /&gt;In West Cornwall regulation and red tape continually obstructs our farmers and small businesses.  Our post offices, small schools and public services face ongoing threats and housing and employment opportunities are bleak for young people; you may be aware that South Kerrier has the highest level of young people out of education, employment or training in Cornwall.&lt;br /&gt;&lt;br /&gt;The economic crisis is affecting all of us in different ways, but without the appropriate help rural Cornwall faces grave levels of isolation and unemployment.  Without stronger representation the hidden poverty on the Lizard will be forgotten by those with power to affect change at Westminster. &lt;br /&gt;&lt;br /&gt;I have decided to hold an event in each village on the Lizard; I want to hear your concerns and do what I can to help.  The events will be free, there will be free tea and coffee and a stall selling cakes and pasties.  So far we have the following planned and more will be coming as the year progresses:&lt;br /&gt;Tuesday 24th February - Mawgan-in-Meneage Recreation Hall 6.30-8.30pm&lt;br /&gt;Saturday 7th March – Manaccan Parish Hall 1 - 4pm&lt;br /&gt;Monday 23rd March - St. Keverne Parish Hall 6.30-8.30pm&lt;br /&gt;&lt;br /&gt;I recenty attended the Daffodil Festival in the Parish Church at Mawgan-in-Meneage (pictured above).  It was a great example of a rural community celebrating one of the many traditions in Cornwall's history. Residents of the community spend up to a year of their lives undergoing an intensive programme designed to give the life-skills and discipline needed to live life free from a dependency on drugs and alcohol. &lt;br /&gt;&lt;br /&gt;Bosence Farm Community Ltd is soon to embark on their next ambitious venture – the development of Cornwall’s only Detoxification Centre.  Funding and the necessary planning applications have been approved and the new centre will provide up to 15 spaces for people to volunteer for the four week detoxification programme.  Patients will then return to where they came from or take part in rehabilitation programmes such as is provided at Bosence Farm Community.&lt;br /&gt;&lt;br /&gt;Bosence Farm Community has a proven track record of providing vital support and help to people with very serious addiction problems.  Cornwall needs a detoxification centre and Bosence Farm Community is ideally placed to deliver this project. Our visit showed us that residents are subject to a very strict and disciplined programme.  This practice has clearly worked and by applying the same approach to this detox centre Bosence will be able to help many people rid themselves of substance abuse and enable them to rebuild their lives&lt;br /&gt;&lt;br /&gt;Building work for the new Detoxification Centre is expected to start in April of this year and should be completed in the spring of 2010.  The Government are placing greater emphasis on helping clients to access detoxification and rehabilitation services.  Currently Cornish residents have very little opportunity to access such help.&lt;br /&gt;&lt;br /&gt;We are only too aware of the worrying level of drug and alcohol addicts in West Cornwall. The national press this week appear to confirm our fears that 2009 could be retailers toughest year for 30 years. &lt;br /&gt;&lt;br /&gt;Following a survey of councils in England and Wales the Conservative Party discovered that up to half of small businesses are not claiming the Small Business Rate Relief they are entitled to.  As a direct result of this survey the Conservatives have created a simple, online tool to help.  By visiting www.conservatives.com/smallshops business leaders can find out what they are entitled to and how to claim the rate relief.&lt;br /&gt;&lt;br /&gt;"It' no secret that rising business rates are hurting small shops - and yet many shops don’t claim the rate relief they're entitled to because they don’t know about it or because it's too complicated.  Rate relief could save shops up to £1,100 a year - so it's vital we help owners claim the full amount they're owed”.  &lt;br /&gt;&lt;br /&gt;"Small Business Rate Relief (SBRR) came into effect on 1st April 2005. Properties with a rateable value of less than £5,000 will receive up to 50% rate relief on their liability. Above £5,000 relief is available, but by 1% for every £100, below a maximum rate of £10,000 rateable value.  Almost 84% of employed people in Cornwall work in small businesses, which mean not only the survival of our local shops but also local jobs".&lt;br /&gt;&lt;br /&gt;Penwith or Kerrier District council will calculate the exact reduction, but the relief is not automatic and must be applied for.  &lt;br /&gt;&lt;br /&gt;It's vital that our small businesses are aware of their entitlement so I am visiting and writing to small shops in West Cornwall urging local business people to take up this relief.  Regulation, tax and competition from out of town shopping centres are crippling our local shops. 2,000 small shops close each year in the UK and I am determined to arrest this decline in West Cornwall.  My Party has already come up with several positive proposals which include: reducing corporation tax from 22p to 20p, a Conservative Government will defer VAT for six months and we will cut payroll taxes for businesses paying less than five employees, which would save a business employing less than five, at least £100 a month. They offer diversity and choice and provide a really personal service to their community.&lt;br /&gt;&lt;br /&gt;Yet in many communities these independent retailers are under threat. They face a rising burden of regulation and tax, a daily battle against crime and violence, and competition from the growth of out-of-town shopping centres. It is estimated that 2000 shops close every year.&lt;br /&gt;&lt;br /&gt;Cutting taxes&lt;br /&gt;&lt;br /&gt;We are committed to cutting small company corporation tax rates from 22p to 20p, reversing Labour’s £370 million tax hike. This will help reduce costs and ease cash flow.&lt;br /&gt;&lt;br /&gt;Help with cash flow&lt;br /&gt;&lt;br /&gt;Conservatives would allow small and medium sized businesses to defer their VAT bills for up to six months.  For a typical business with a VAT bill of £350,000, this could mean that businesses would not need to find £90,000 now, which could be the difference between survival and failure. It would not be appropriate for all SME’s but could help some survive.&lt;br /&gt;&lt;br /&gt;Keep jobs&lt;br /&gt;&lt;br /&gt;Conservatives would cut payroll taxes for the smallest employers (less than 5 employees), to help them save money and so keep jobs. That would mean that a local firm, with say four employees and a wage bill of £150,000 would save £100 every month.&lt;br /&gt;&lt;br /&gt;In the long term we need to end this period of boom and bust and build a better economy. We will introduce a simpler and more effective tax system, cut the headline rate of corporation tax for businesses, and tackle red tape.&lt;br /&gt;&lt;br /&gt;The real challenge in this credit crunch is to get credit flowing again. Keeping students safe as they attended their College Christmas Party quickly became the primary focus of the Officer’s attention.  Other ‘jobs’ included the arrest and custody of a small number of drivers suspected of drink driving.&lt;br /&gt;&lt;br /&gt;Once again I was privileged to witness first-hand the efforts of our police men and women late into the night.  We feel safe in our homes at night largely because of the commitment and hard work of our police service – much of which is unseen&lt;br /&gt;&lt;br /&gt;This shadowing exercise is the third such visit in as many years. Previous visits have highlighted the growing problem of anti-social behaviour of people under the influence of alcohol.&lt;br /&gt;&lt;br /&gt;I was impressed by the effective partnership of the Police, licensees and on this particular occasion the staff of Penwith College.  The effort that has been made to prevent alcohol abuse amongst young people clearly paid off and the vast majority of youngsters I saw were able to enjoy their evening and most importantly feel safe and remain safe.  This multi-agency approach is vital if we are to take seriously the problem of under-age drinking and anti-social behaviour.&lt;br /&gt;&lt;br /&gt;As the local Parliamentary Candidate I believe that everyone would get a better deal if Government substantially reduced form-filling by the police, reduced central control and trusted the police to do the job they signed up for.&lt;div class="blogger-post-footer"&gt;&lt;img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/5792557056499035689-6385387843256371673?l=derekforstives.blogspot.com' alt='' /&gt;&lt;/div&gt;</content><link rel='edit' type='application/atom+xml' href='http://www.blogger.com/feeds/5792557056499035689/posts/default/6385387843256371673'/><link rel='self' type='application/atom+xml' href='http://www.blogger.com/feeds/5792557056499035689/posts/default/6385387843256371673'/><link rel='alternate' type='text/html' href='http://derekforstives.blogspot.com/2008/12/doing-time-with-penzance-police.html' title='Doing Time with Penzance Police'/><author><name>Derek</name><uri>http://www.blogger.com/profile/12051863470111721879</uri><email>noreply@blogger.com</email><gd:image rel='http://schemas.google.com/g/2005#thumbnail' width='32' height='24' src='http://3.bp.blogspot.com/_VgyruY3g07w/SZL_CEYCkuI/AAAAAAAAAGM/CWLWSJcvYek/S220/1dtfront+view.JPG'/></author><media:thumbnail xmlns:media='http://search.yahoo.com/mrss/' url='http://3.bp.blogspot.com/_VgyruY3g07w/SUriZooQBwI/AAAAAAAAAFk/fqUCeSGzh6M/s72-c/Nightshift.jpg' height='72' width='72'/></entry><entry><id>tag:blogger.com,1999:blog-5792557056499035689.post-3422195601557633273</id><published>2008-11-24T20:32:00.012Z</published><updated>2008-11-26T16:49:04.124Z</updated><category scheme='http://www.blogger.com/atom/ns#' term='Penzance'/><category scheme='http://www.blogger.com/atom/ns#' term='Young People'/><category scheme='http://www.blogger.com/atom/ns#' term='Adult Social Care'/><title type='text'>Caring for a Broken Society!</title><content type='html'>&lt;span style="font-family:georgia;"&gt;I am growing increasingly concerned about the many challenges that directly threaten the quality of life for people across the St Ives constituency. &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Some worrying facts:&lt;br /&gt;&lt;ul&gt;&lt;li&gt;&lt;span style="font-family:georgia;"&gt;There are over 250 young people (16 - 18 yrs) not in employment, education or training. &lt;/span&gt;&lt;span style="font-family:georgia;"&gt;The vast majority of these are concentrated in the South Kerrier part of this constituency.&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-family:georgia;"&gt;Penzance has one of the greatest growing levels of personal debt in the U.K.&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-family:georgia;"&gt;Older people are increasingly isolated due to poor public transport networks, changes in Adult Social Care provision and the rise costs of living. &lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-family:georgia;"&gt;Teenage pregnancy is on the increase and exceeds the national average.&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-family:georgia;"&gt;Suicide amongst young people is the third highest cause of premature death in the constituency.&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-family:georgia;"&gt;Drug and alcohol abuse affects significant numbers of families in Penwith.&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-family:georgia;"&gt;The occurance of domestic violence in Penwith is the highest in Cornwall.&lt;/span&gt;&lt;/li&gt;&lt;li&gt;&lt;span style="font-family:georgia;"&gt;Significant numbers of young people are committed to West Cornwall Hospital due to alcohol abuse and very little 'follow-up' care is currently available to them.&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;p&gt;&lt;span style="font-family:georgia;"&gt;If I am fortunate enough to be elected as the next Member of Parliament for the St Ives Constituency, I have promised to establish a multi-agency panel. Sir John was of course our former Member of Parliament and the Defence Secretary during the Falklands crisis in 1981. The evening was very enjoyable and lively, with up to 70 people attending and a good time was had by all.&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:georgia;"&gt;&lt;/span&gt;&lt;a href="http://2.bp.blogspot.com/_VgyruY3g07w/ST2cf_I72wI/AAAAAAAAAFQ/guVmVTEW9KE/s1600-h/wills.JPG"&gt;&lt;img id="BLOGGER_PHOTO_ID_5277546411686877954" style="FLOAT: right; MARGIN: 0px 0px 10px 10px; WIDTH: 320px; CURSOR: hand; HEIGHT: 240px" alt="" src="http://2.bp.blogspot.com/_VgyruY3g07w/ST2cf_I72wI/AAAAAAAAAFQ/guVmVTEW9KE/s320/wills.JPG" border="0" /&gt;&lt;/a&gt;&lt;br /&gt;&lt;span style="font-family:georgia;"&gt;I welcomed Jim Paice MP, Shadow Minister for &lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:georgia;"&gt;the Environment, Food &amp;amp; Rural Affairs hear the &lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:georgia;"&gt;concerns of local farmers and the agricultural community. Together we visited Wills’ Green Grocer in Helston (picture above) which is still family run and approaching its’ 70th year as an independent small business. We also met with farmers on the Lizard and they were very keen to raise with Jim the promise of the local badger cull in areas where TB is found in cattle. We also discussed Conservative plans to help farmers, and about the help offered to farmers regarding stabilising the cost of fuel and a programme of deregulation. Jim took all our concerns on board and promised to work hard in Westminster to provide help for farmers in West Cornwall. &lt;a href="http://1.bp.blogspot.com/_VgyruY3g07w/ST2b_NahYYI/AAAAAAAAAFA/Xas6vJnLUiM/s1600-h/wills.JPG"&gt;&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Later in the month I welcomed a visitor from just over the water; the Conservative MP for South West Devon; Gary Streeter. Gary and I travelled to Helston to meet parents who have disabled children and as a direct outcome of that meeting a Parent/Carers group in Helston is being established. Afterwards, Gary was kind enough to speak at a large gathering in Marazion Community Centre on the subject of faith and politics, which was a very interesting discussion.&lt;br /&gt;&lt;br /&gt;On Saturday 1st November my family and I met farmers at the annual ploughing match at Rosevidney, St Erth, and in the evening we attended the Annual Dinner of the Western Agricultural Association at the Queens Hotel, Penzance.&lt;br /&gt;&lt;br /&gt;I was delighted to attend the St Just Feast Civic Parade and Church Service with Cllr Bill East on Sunday 2nd November. On Monday 3rd my family and I returned to St Just for the meet of the Western Hunt and the St Just Feast Celebrations.&lt;br /&gt;&lt;br /&gt;On Remembrance Sunday I was honoured to attend the Remembrance Day Parade in Penzance and Church Service at Chapel Street. This is always a busy and emotionally powerful occasion as we join tigether to remember those brave servicemen and women who gave their lives for the sake of the United Kingdom. I laid a wreath on behalf of the St. Ives Constituency Conservative Association.&lt;br /&gt;&lt;br /&gt;On Monday 10th November the Lizard Conservatives invited me to a reception with pasties and wine at the Wheel Inn in Cury Cross Lanes, where I was asked to speak about rural issues with local members. The event was very well attended and I know that this is only the first of many activities planned for people living on the Lizard.&lt;br /&gt;&lt;br /&gt;On November 13th Mark Prisk MP, the Shadow Minister for Cornwall, came to West Cornwall. I arranged a visit to Helston Medical Centre and St. Keverne and Marazion Surgeries. This fact-finding tour demonstrated the commitment of the Conservative Party to surgeries to retain their right to dispense prescriptions, and again highlighted the sustained attack on rural life by the Labour Government. Mark pledged to make representations in the House of Commons on behalf of West Cornwall.&lt;br /&gt;&lt;br /&gt;We also visited fishermen in Newlyn to discuss the problems faced by shipping and fishermen over the proposed location of a wave hub off the north coast of Cornwall. Mark concluded his visit by attending a reception for West Penwith farmers at our home.&lt;br /&gt;&lt;br /&gt;On Friday 14th November I attended a meeting of the West Cornwall Healthwatch, of which I am a member, and on Saturday 15th I went to Helston for the opening of a Fair-trade Christmas gift shop and then onto Leedstown for the 50th Anniversary of the village hall. I lived in Leedstown for a short time when I was a teenager.&lt;br /&gt;&lt;br /&gt;Those of us in West Cornwall and the Isles of Scilly have a great many needs which are simply not addressed by our current MP and Lib Dem run County Council. I’ve been very busy in the last few months to do what I can to help, but there is still so much to do and this is a challenge I relish!&lt;br /&gt;&lt;br /&gt;Being the Conservative candidate is busy and exhilarating, and you can be sure that I will continue to work to raise concerns on behalf of those who have been forgotten by the powerful at County Hall and at Westminster!&lt;br /&gt;&lt;br /&gt;Beyond my political duties I’ve had the great privilege of being the guest speaker at the Darby &amp;amp; Joan Club in Helston and the Evergreen Club in Mullion. A proposal in the "Pharmacy in England; Building on Strengths—Delivering the Future" White Paper issued by the Department for Health, could result in many rural practices having to stop dispensing medicines to their patients.&lt;br /&gt;&lt;br /&gt;We were both fortunate to hear the concerns of local patients and practitioners at St. Keverne Surgery, Helston Medical Centre and Marazion Surgery (photo above with Practice Manager Jackie Brown and Dr. Walden). We witnessed the depth of local feeling throughout West Cornwall and pledged to campaign to save the dispensaries with local patients. The campaign has so far led to hundreds of local residents writing letters of objection to the Government regarding the possible loss of rural dispensing surgeries.&lt;br /&gt;&lt;br /&gt;Mark said that the Conservatives favour keeping the current arrangements within surgeries: “I cannot stress enough the importance of services such as dispensing surgeries and post offices in small rural communities. The Conservatives oppose any change in the provision of dispensaries in local GP’s surgeries.”&lt;br /&gt;&lt;br /&gt;We were both appalled that under Government proposals, up to 80,000 of the 140,500 patients in Cornwall who have their medicines directly dispensed by their GP’s surgery could lose this choice. Surgeries would also lose the valuable source of revenue provided by their dispensing capability, which could adversely contribute to the future viability of the surgery.&lt;br /&gt;&lt;br /&gt;Mark and I were not able to visit all of the dispensing surgeries that could be affected by the Government’s proposals. However, these surgeries alone dispense to almost 9,000 patients; to lose their dispensing service is unacceptable and unnecessary, particularly when you consider that many of these patients are older of vulnerable people. I invited Mark today to witness our concerns first hand and to make our views clear back at Westminster. The Government White Paper provides limited options, including the status quo. I was delighted that Mark, as Shadow Minister for Cornwall, pledged to investigate concerns regarding the location for a proposed wave hub on Thursday.&lt;br /&gt;&lt;br /&gt;It is clear that local fishermen have genuine concerns about the location of the wave hub. It appears that conditions at sea may be too severe for the proposed location. Furthermore, this site sits in prime fishing waters and amidst shipping traffic. There may be a more suitable location for the hub but to date those that have raised concerns, including the Cornish Fish Producers Organisation, have received an unsatisfactory response from the Government. Mark has agreed to investigate the delay and seek a satisfactory solution. Here I hope to keep you up to date on my activities as the Conservative Parliamentary Candidate for the St. Ives Constituency.&lt;br /&gt;&lt;br /&gt;First, let me introduce myself!&lt;br /&gt;I am local, I live in St Buryan in West Penwith.  Before this my home was in Newlyn, Penzance.&lt;br /&gt;My family home was on the outskirts of Helston in the heart of the South Kerrier area of this Constituency. &lt;br /&gt;Having lived in this constituency all this time I know it well and have a good grasp of the issues that face us here in West Cornwall.&lt;br /&gt;My work and voluntary activities have included leading children and youth projects in Porthleven, Helston and Penzance.&lt;br /&gt;In the late 1990s I pioneered a programme for families on Treneere Estate, one of the most deprived rural areas in the UK.&lt;br /&gt;&lt;br /&gt;I served as Chairman of Choughs Training Project for adults with severe learning disabilities, and I secured their existing premises within the Wharfside Shopping Centre. I am still working closely with the developers, Charville Estates and negotiated the use of another community space for Light &amp;amp; Life who now run the “Go Penzance” Motorbility Scheme.&lt;br /&gt;I now work in Helston as a Development Manager for Mustard Seed, a busy charitable trust providing a range of community services enabling vulnerable people to increase their independence.  Recent new developments include a Community cafe in Porthleven within the St Elvan’s Children’s Centre, a Supported Living Service for people with learning disabilities, a fairtrade shop and a fresh vegetables stall at St Keverne Producers Market stocking locally grown produce.  In the new year (2009) we will be opening a third Community Cafe.  This will be situated in the Children's Centre on the Nansloe Estate in Helston.&lt;br /&gt;&lt;br /&gt;I am very active in my local community.  The work my team and I have pioneered has featured regularly in the press in South Kerrier and has won Government recognition for the work we do with young people.  The Supported Housing Service stated by Mustard Seed in the Spring of 2008 has recently been featured in a Cabinet Report as a model of best practise.  I received recognition by Friends of the Earth for setting up a delivery service providing residents with boxed local fruit and vegetables.&lt;br /&gt;&lt;br /&gt;I am a member of South Kerrier Alliance (a working group improving community well-being).&lt;br /&gt;&lt;br /&gt;As a Penwith District Councillor for Penzance Central Ward I have worked hard to retain the role and responsibility local councillors currently have for local public services in terms of how they are prioritised and how they are delivered. I am chairman of the Overview and Scrutiny Committee at Penwith District Council.&lt;br /&gt;&lt;br /&gt;I am a member of West Cornwall Healthwatch and have kept active and informed regarding the great challenges facing the delivery of health and social care in the west of our county.&lt;br /&gt;In Penzance I lead a team of residents and business leaders in the bid to become a Fairtrade town.&lt;br /&gt;&lt;br /&gt;I am committed to enabling people to have lives full of opportunity and purpose, I enjoy listening to people and bringing about solutions to their difficulties.&lt;br /&gt;&lt;br /&gt;I will continue with passion, conviction and enthusiasm the fight to ensure our public services are delivered locally, are cost effective and serve all people in this constituency.&lt;br /&gt;&lt;br /&gt;Furthering the Conservative cause is increasingly important to me as the core values of Conservatism sit most comfortably with my personal faith. Many new ideas and new values have been adopted by this nation in recent decades and I believe when traditional values are discarded, our communities decline. The Conservative Party's direction of travel and our core values provide a basis for leading the nation towards stronger, healthier, more caring communities.&lt;br /&gt;&lt;br /&gt;I believe that Liberal Democrat County Councillors and Members of Parliament in Cornwall are causing untold damage to our County, and our key public services are at risk of failing. Our District Councils are soon to be abolished, fire stations downgraded, police personnel reduced, adult social care removed, council tax increased and other services compromised.&lt;br /&gt;&lt;br /&gt;I believe that the County Council’s shift in the provision of Adult Social Care is causing considerable hardship for many vulnerable people who are not able to wholly participate in our electoral process. To me this is the worst kind of cut, a cut on the those without a voice. Elderly people and people with severe learning disabilities face greater social exclusion and their needs are likely to go unnoticed.&lt;br /&gt;&lt;br /&gt;The way in which we care for our elderly reflects on the kind of society we are. If these funding cuts continue Cornwall will be a poorer county in term of social well-being. There is an expectation that the Voluntary Sector will ‘fill the gap’ but this sector is already stretched and under-resourced.&lt;br /&gt;&lt;br /&gt;I believe that in key areas Andrew George has failed to represent the people of the St Ives Constituency. He wants Cornwall to be governed centrally and the UK governed by Europe. My approach in the St Ives Constituency is to defend first the interests of this Constituency, secondly, those of Cornwall and thirdly, the interests of the UK. People in our Constituency deserve leaders that offer constructive solutions to local, national and global challenges.&lt;br /&gt;&lt;br /&gt;I believe that all people must be enabled to reach their full potential, tax payers' money must be spent wisely, people should be allowed greater ownership of their community, corporate responsibility must be taken regarding the environment and fairer trading locally and globally must be achieved.&lt;br /&gt;&lt;br /&gt;I believe this nation needs fresh leaders who are able to demonstrate how we can improve the quality of life for all people simply by maintaining healthy and stable communities that are prosperous at home and generous towards the world's poorest communities.&lt;br /&gt;&lt;br /&gt;I will continue to work hard as candidate for the St. Ives Constituency. I will work hard to defend our towns, our rural communities and our County.
